The City of San Diego’s budget should equitably spend public dollars, prioritize communities and neighborhoods with the greatest need, and actively combat systemic racism, discrimination, and income inequality. Mayor Gloria’s proposed budget cuts and only partial restorations completely undermine progress by balancing the budget at the expense of low-income and BIPOC communities.
For example, the Mayor is criminalizing homelessness while providing insufficient funding for the Housing Instability Prevention Program to accommodate all families on the waitlist. He also neglected to fund the Eviction Notice Registry, which is critical to enforcing the Tenant Protection Ordinance and helping prevent unlawful evictions. As a result, more and more San Diegans will end up without a place to live.

The city must do more to reverse systemic inequities instead of continually proposing band-aid solutions. That is why I am asking the City Council to fully fund the Housing Instability Prevention Program at $5.3M and the Eviction Notice Registry at $400,000.

The Mayor delayed implementation and cut funding to the transformative Youth Care and Development Program. This program would have transformed the youth experience in Mountain View and Memorial neighborhoods, providing two drop-in youth centers and a place for youth and young adults to thrive.

After the catastrophic floods we saw this year, the Mayor should be putting more resources into infrastructure that addresses climate change impacts in low-income and BIPOC communities.
