Project labor agreements (PLAs) are policy tools that government officials can use to protect construction workers employed on public infrastructure projects. When used along with other fair labor practices and policies, PLAs can significantly improve workplace standards and worker protections. Through PLAs, policymakers can reduce wage theft, protect the health and safety of workers, advance equity in the industry, and ensure the responsible use of public dollars.
