The most recent data show that in 2021 almost 1 in 7 (13.5%) residents of County District 4 lived below the federal poverty level, an income level that means San Diegans are so poor that food and housing insecurity are constant challenges. The federal poverty rate in District 4 was higher than any other supervisorial district.
